Probably dating from the mid 1900's possibly earlier. Made from an antique white ribbed ribbon. Bow at the top with  decorative fringes at the bottom. 
 
All hand made.

Left in as found condition.
 
Overall very good condition with no damage. Good clean appearance. The only thing to note is one small mark just under the bow which I've tried to show in one of the close up photos.
