Decorative vintage French commemorative ribbon. Red white and blue in color. Probably dates from the early to mid 1900's. 
 
Top half decorated with metal insignia surrounded by silver tinsel. 
 
Bottom half gold metallic twist rope fringes at the ends of the ribbon.
