Decorative vintage French commemorative ribbon. Red white and blue in color. 
 
Top half decorated with metal spangles and edges of ribbon done in a gold metallic mesh ribbon. 
 
Bottom half shows the date 1960 and the letters RF. At the ends of the ribbons three gold metallic tassels.
