Part of Dutch traditional costumes, this pleated plaid cotton ruffle in shades of red and white.. Embroidered band along the top with repeating stylized tulip design against a white background. The ruflle would have been attached to the top of an apron for decoration.  Probably dates from late 1800's to early 1900's . All hand done.

Used but still in excellent condition.
